September 18, 2011; 10:00 am to 5:00 pm. ] Join the Emancipation Proclamation Celebration Committee on September 17 and 18 at the Gallia County Fairgrounds for the 148th Annual Emancipation Day Celebration.   This Emancipation Proclamation Celebration is the documented oldest-continuous celebration in the US. Started September 1863.
